The 2023 World Mayor Prize and Awards will be conferred on mayors who have demonstrated that by listening to and working closely with the citizens of their own communities as well as by forming partnerships and friendships with towns and cities at home and across borders, cities can succeed where nations struggle. She does not play any power games but tries to find practical, feasible solutions without any hidden agenda. Even though the label "communist" is not at all popular in Graz, people trust her and see the positive developments in our town that she has initiated. There are for sure a lot of things, which are worth being mentioned about Ms. Kahr. I try to describe the most important characteristics, which make the mayor of Graz an outstanding person, in my own words. The following statements are my personal opinion and do not claim to be 100 percent agreed with by everyone. First of all, she is totally committed to the City of Graz and the citizens of Graz and proofs this in her daily work. She is never to busy to listen to the thoughts and worries of the ordinary citizen. It also has to be said that she voluntarily waives a huge part of her salary to support those who are in need. Unlikely to a lot of other politicians she is never putting someone above someone else and treats everyone with due respect. The highest principle “HUMAN DIGNITY IS INVIOLABLE” are not just words in her case, but she is living according to this every single day. Another quality of her is, that she does not pursue party politics, but factual politics. This is a rare political quality, especially in high politics. Also, her understanding of democracy is going far beyond the usual understanding of democracy. This is very clearly visible in the work of the city government and the local council, where she is strictly following a way of integration. All elected representatives, regardless of party, are invited to participate in the decision-making processes. Her vision is well described in a statement printed and published in the Austrian magazine “Women” from 19.04.2023. She is an extraordinary example of great female leadership. At the end of my statement, I just would like to point out that I am neither part of Ms. Kahrs personal environment nor member or supporter of her party. Hab ihr erst kürzlich bei einem Verein getroffen der die Wiederverwertung von Gebrauchsgegenständen aktiv betreibt, ebenso einen Generationencafe mit Workshopraum und Gemeinschaftsgarten. Als ich gerade zufällig bei diesem Verein vorbei kam, und sie mich sah, kam sie auf mich zu, gab mir die Hand und stellte sich mit "ELke" vor. Die Bürgermeisterin macht dies unabhängig davon, ob nun eine Wahl gerade ansteht oder eben nicht. Now she is brave changing the traffic concept of the city into a more environmental climate-friendly way very fast. She also cut down her own income since many years feeding a pot for poor people because she wants and can live with fewer than most of the other people. After years of a conservative mayor with incredibly expensive and unfinanceable infrastructure projects such as the subway or city cable car, investments are now being made in the construction of cycle paths and public transport. Not only does she (and all party members) allocate personal financial resources to social funds, but she also reserves two afternoons per week plus Saturday morning to personally talk to people who need her help and often finds individual solutions. • She leads the coalition of three parties in Graz in a calm, purposeful and open-minded manner. You never hear her coalition partners complain about her leadership or her politics – a refreshing and assuring contrast to the constant rivalry between the reigning parties at the national level. • Albeit a communist, she has clearly spoken against the Russian invasion in Ukraine. She also fosters a constant and productive dialogue with the Catholic church and the other churches and religious communities in Graz. Allies and cooperation for a common and just cause are more important to her than world views. For these reasons as well as her hands-on, practical and down-to-earth approach and mentality, I believe that Elke Kahr deserves the title of World Mayor.
