The finalists for the 2010 World Mayor Prize were chosen on the number of nominations received and, more importantly, on the persuasiveness and conviction of supporting statements. Below we publish a representative selection of comments received about Hussain Nasser Lootah, Director General of Dubai, UAE.

Comment: HE Hussein Lootah has demonstrated great efforts in supporting noble causes, whether in the field of health, environment, or even urban planning. HE Lootah has extensive knowledge in this area and has been passionate about these subjects, especially the environment and health for his entire career. He deserves to be granted this award. Comment: He has achieved tremendous changes in managing the Municipality of Dubai, he has managed to achieve 100% e-services for the 500 public services provided by Dubai Municipality and he has worked closely with the customer and the community members to achieve their delight towards the municipality services. He managed to maintain and improve the municipality services and adopt the tremendous increase in the population of Dubai including the citizens, the residence, and the tourists and managed to provide the success factors for the booming economy in Dubai during the last 4 years covering the various sectors of business. He has managed the municipality departments to increase the greenery areas in the city and worked with the international bodies to participate in the reduction of the thermal radiation and has launched several green concepts in Dubai to protect the city and the world such as green building, green roofing, green zones. Dubai Municipality has managed to increase the customer satisfaction from 69% in 2006 to 82% in 2008, to 88% in 2009. (Khalid A)

Comment: Dubai is considered as one of the cleanest cities in the world, although we are living in a very hot country where the tempeture can reach 48 C, while you driving you will just see trees and flowers around you! Comment: Mr. Lootah has always supported environmental projects of Dubai Municipality. one example is in 2008 when the Municipality tendered the a project for a new medical waste treatment facility. He supported the choice of the Environment Department for an offer of 22 million Dirhams despite the fact that other offers were much less expensive (about half the price). his reason was that ensuring the quality and safety of waste treatment is far more important than money. it was a brave decision. Comment: He pioneered the open-door leadership vs. staff infomal meeting where he listens to empolyees directly without any intermediaries.He also combines both the technical knowledge in his respective field of study as well as the leadership competecies thereby allowing him to professionally run Dubai Municipality in city that has become the economic hub for international business.

Comment: The Director General manages the 34 department civic body. In its focus on maintaining as much of the development programme as possible in the short term the municipality has done all it can to retain expatriate skilled workers whilst being unable to prevent private companies from making redundancies. Its objective is to retain the skills base within the city in readiness for the global economic upturn. In his earlier posts the Director General was instrumental in implementing the e-government programme which is likely to be completed by 2012 and in strategic plan making. World Mayor

The City Mayors Foundation, the international think tank on urban affairs, organises the World Mayor Project and awards the World Mayor Prize. The Prize, which has been given since 2004, honours mayors with the vision, passion and skills to make their cities incredible places to live in, work in and visit. The World Mayor Project aims to show what outstanding mayors can achieve and raise their profiles nationally and internationally. Mayors wishing to be considered for the Prize are asked to sign up to the City Mayors Code of Ethics.

The organisers of the World Mayor Project are looking for city leaders who excel in qualities like: leadership and vision, management abilities and integrity, social and economic awareness, ability to provide security and to protect the environment as well as the will and ability to foster good relations between communities from different cultural, racial and social backgrounds. Winners receive the World Mayor Prize, while the first and second runners-up receive the World Mayor Commendation.
