The 20/21 World Mayor Prize and Commendations will be conferred on mayors who have been showing leadership during the Covid-19 pandemic and who are now aiming to make their cities more resilient economically, structurally, socially and environmentally. In fact: Stronger | Fairer | Greener. The organisers of the World Mayor Project are looking for mayors who have shown exceptional leadership skills but also, and more importantly, acted at all times with compassion towards those most affected by Covid-19. The pandemic has shown how vulnerable even the richest cities are when confronted with a disaster like Covid-19. Forward-looking city leaders will now begin to re-think how their communities can be better protected against future threats, both natural and man-made.

Nor Hisham Ahmad Dahlan, former Mayor of Kuala Lumpur, Malaysia, has been nominated for the 20/21 World Mayor Prize by people from his city and elsewhere in Malaysia.

October 2020 update: Mr Nor Hisham Ahmad Dahlan has been replaced by the Malaysian government with Mr Mahadi Che Ngah.

Mayor Dahlan’s vision is very clear of which he always mention whatever we do is for the People of Kuala Lumpur . No matter how his vision motto Œ City for All‚ has become an inspiring tool for all Kuala Lumpur City Hall staff with the support of NGOs, private entities, people of Kuala Lumpur together we thrieve toward making Kuala Lumpur the best living city in this region with its own unique characteristic. Kuala Lumpur has three biggest race comprise of Malay, Chinese and Indian. Its not easy to satisfy all races need but his mission and vision is very clear to make Kuala Lumpur City for All. We support him to be chosen as Best Mayor of 20/21. Thank You
Challenges: Cleaner city continuous campaign effort by all starting with the authority then strong support by private sector, Ngos and public communities will finally enhance the quality of life...City for All. We must support C40 agenda towards making our living place is the safest and best place to live. We must support any effort to make our city greenier so that everybody could enjoy quality of life living in this world. Thank You

Mayor Nor Hisham has served as President of Municipal Councils before becoming Mayor.
1. He has inherited several challenges from previous administration ... he has taken things in his stride to iron out matters
2. He has honoured his commitments to the people in ensuring interventions are effected ... more so with invasion of the CoronaVirus crisis and the effect on the economy etc
3. He continuously engages with the respective Communities in the locality to listen to what needs to be attended to. He walks the talk.
4. He exercises caution on over-development ... advocating sustainable and balanced development

Challenges: In order to effect Stronger, Fairer, Greener cities ...
1. A mechanism for a common understanding of all sectors needs to be put in place  
2. The City Development Plan needs to be spelt out with clarity providing the indicators for Stronger, Fairer, Greener cities.  Multi-Stakeholder Dialogues must be convened when the City Development Plan is in its Draft form ... to engage the views, feedback, concerns, etc from the respective sectors.  It is like having a Visioning Exercise for the City and all sectors are invited to provide input. It is tedious ... yet the buy-in is critical for effective implementation.
3. Key Performance indicators and Key Result Areas with realistic measurement tools need to be introduced
4. The Role and Responsibility of each Sector needs to be identified, amplified and disseminated ... this is to ensure that every sector takes responsibility for the implementation for Stronger, Fairer, Greener cities
5. Integrated and seamless policies, systems, procedures supporting the other will need to be "institutionalised" ... whether through legislation or any other Instrument. We have to move away from the "silo mentality".
6. Besides a penalty system of levying fines for non-compliance of Stronger. Fairer, Greener Cities ... a reward system should also be in place to recognise and appreciate the various Initiatives and Behaviours that support Stronger, Fairer, Greener Cities.
7. Advocating and ensuring governance, transparency and accountability of the various Agencies to enforce Stronger, Fairer, Greener Cities ... through an Integrity Instrument
8. The Formation of an Independent Review Committee comprising of Tri-Sector Representation to monitor and review on a three-month basis the implementation of Stronger, Fairer, Greener cities

Since the pandemic Covid19 across the globe, Mayor Nor Hisham A Dahlan has done a remarkable job to round up the homeless loitering around the city of Kuala Lumpur and placed them at several City Hall premises to avoid clustering and to curb the virus C19 across Kuala Lumpur city. Working closely with various agencies, Mayor Nor Hisham has also provided working opportunities for the homeless who are in need of a job befitting their capabilities and skills. Mayor Nor Hisham’s vision and mission are commendable and should be awarded for the 20/21 World Mayor prize.

This mayor has helped many people in the city of Kuala Lumpur. During the covid-19, he has play his important role in ensuring that the people especially in Kuala Lumpur is protected from the virus. He provides a place for homeless persons so that they will not expose to covid-19 virus. He also provides them basic necessities such as foods for them to stay strong and healthy during this pandemic covid-19. Besides that, he also provides jobs for homeless person so that they can earn money for themselves. He involves with the people and he always participate with people of Kuala Lumpur so that he can improve the quality life of the people in the city.

Nor Hisham Ahmad Dahlan has grew up in the very city where he would become Mayor. Like a real life fairy tale, only this is more plausible and inspiring. So watching him taking care of his lovable city against the Corona Pandemic has highlighted his capabilities as a true genuine leader. Not only he demonstrated the aspect of empathy, which could be seen when he had provided shelters for the homeless, but he also proved with his firm stand in doing the right thing for the citizens of Kuala Lumpur; he joined forces with the medical team, armed forces and many more to create a dynamic atmosphere that united all races to take care of each other. Somehow, we can only see the actions of a true leader in the midst of crisis, and Nor Hisham really did that.

The Mayor of Kuala Lumpur has been a dedicated civil servant throughout his long over 35-year career in public service and to my knowledge has always put public interests foremost above narrow parochial interests.
It is a difficult job being a mayor in a Third World country but to my knowledge he has tried hard to balance the various interest groups to achieve practicable results to make Kuala Lumpur a livable green and fairer city for its citizens. His leadership during this health crisis has been `stabilizing.' We know because we are living in 'a suburb' adjacent to Kuala Lumpur and in fact regularly are in Kuala Lumpur for our household needs, shopping and to visit friends. We often read about the mayor and his work in the local media, almost daily.

Challenges: Although we must respect the wisdom of the elderly citizens, I believe that the future is in the hands of the young people - from primary school sge onwards. Any endeavour to make stronger, fairer and greener cities must include the young people because they will be the decision makers of the future. We must also not forget that respect for Nature with its primary setting in rural or forested areas is important, lest we think that the greener endeavour thinking starts and ends in the urban city setting.

Kuala Lumpur Mayor had given his full support by ensuring shelter is being provided to the homeless people including during the pandemic. Plus, he is one of the best mayor that make the employees welfare as his priority, despite of his others responsibility. During his tenureship, lots of improvement that we can see in Kuala Lumpur. In the matters of the pandemic, the KL Mayor had become the frontliner together with the support of the manpower of Kuala Lumpur City Hall. He visit the centre everyday that had been provided to quarantine the suspected of pandemic. Ensuring all the manpowers are ready mental and physical.

Challenges: Despite of the great leadership, a full support from the citizen is crucial. The support should be in term of great ideas and the world class mentality of thebcitizen so that we can unite to make our city stronger, fairer and greener.

Taking immediate action during the crisis to ensure safety and health of the public are the top priority. The Mayor mobilised the city hall's assets to carry out disinfection process such as halls, mosque and public places. Apart from that exemption of public housing rental is given during the movement control order period and also money contribution to the licensed small traders affected by MCO. Homeless community also been assisted by putting them in the shelter during the pandemic outbreak.

Challenges: To actively plannning and implementing the steps that will operationalise the concept of city for all without discrimination to produce safe, healthy, accessible, affordable, resilient and sustainable city and human settlements to foster prosperity and quality life for all.

Basically, Mayor Nor Hisham Ahmad Dahlan has taken positive steps to act promptly during the Covid-19 Pandemic. He has strived to improve the living condition but for the suspected political interference / influence. In my opinion, he deserves recognition to be judged favourably.

Challenges: Along with concerned group of friends under an informal umbrella „Save Kuala Lumpur‰, we have been advocating for the preservation of „green lungs‰ specifically for use by the citizens of Kuala Lumpur. In addition, we have been pushing, not only, for preservation but protection of the „greenery and open spaces‰ as heritage sites. Once protected as heritage sites, manipulations to develop such spaces will be prohibited.

It is good if the city can get full support from the citizen on how to manage our city. I would suggest that business operation would open alternately Hence the city will be less busier.

He is a friendly, approachable, great leader. He is not only fairly help all races hawkers, but also assisting business person by creating the friendly business environment. He is good enforcing law and city planning. The city is much cleaner and road repair at excellent speed. I see no corruption in him. With his leadrship, the pendamic of covid 19 is very much under controlled and organised. He is truely all Kuala Lumpur city boys and girls hero.

Challenges: I wish Kuala Lumpur can have more city parks which it can make the elderly have more space for exercise and relax.

Nor Hisham has an awesome style and fashion of administration of the City of Kuala Lumpur. He is 'hands on' person and gets things done without the need of entourage and publicity. Often, without the need of protocols he 'patrols' and visits the streets, public markets and the likes to seek out solutions for the KLites. He is well respected and is non political to the political happenings though he is conscious of the political atmosphere. I would anytime vote for him.

The Mayor of Kuala Lumpur works tirelessly during the Covid-19 day and night. One of his concerns was the health and welfare of the homeless people around the city. He instructed city hall officers to search and bring all homeless people around the city and placed them in several centres for them to stay in during the first wave of Covid-19. They were all screened and tested, and were given enough food (5-6 meals a day including snacks), clothing, and even books to read until it is safe for them to go out. Most of them were later given a job so they have income and can afford to pay at the affordable housing units provided by the city hall for a cheap rental rate of less than US$30 a month. The Mayor even went to meet the homeless people themselves when they were placed at the centres, that shows how caring he is to the people of his city.

He always goes around the city on weekends without his aides, just to see how the city is, how the people are living under his leadership.

He starts his day at 7.30am at his office and would work till late evening. A person of high integrity, he dislikes politics as he is more concerned on doing his job well, without any political influence.

The city is in the process of rejuvenating its waterways and parks, so the people living in the city get to enjoy the greenery with families and friends.

The River of Life project in the central business district of Kuala Lumpur is best effort to revitalise the CBD. It focussed along the Klang-Gombak River flowing through the city. The linear development concept brings along green walkways free of vehicular interruptions ensuring safe passage for human traffic. And of course the greneries are in abundance along the way.
