François Decoster, Mayor of Saint-Omer, France The 20/21 World Mayor Prize and Commendations will be conferred on mayors who have been showing leadership during the Covid-19 pandemic and who are now aiming to make their cities more resilient economically, structurally, socially and environmentally. The organisers of the World Mayor Project are looking for mayors who have shown exceptional leadership skills but also, and more importantly, acted at all times with compassion towards those most affected by Covid-19. This project was not only a solution to access to clean water, but also touched on environmental protection and sustainable development. (Mayor), outside France: Sous l'impulsion du maire François Decoster, le jumelage entre Ypres et Saint-Omer a été redynamisé depuis sa prise de fonction en 2014. Plusieurs nouveaux projets ont été mis en place, dont la course cycliste internationale annuelle pour les juniors "La Route Géants" entre Saint-Omer et Ypres, qui a peut-être le plus d'écho et qui a le potentiel de se développer encore plus fortement. En septembre 2019, nous avons eu l'occasion de célébrer le 50e anniversaire du jumelage entre nos deux villes. Un très beau week-end dont le programme s'est déroulé à la fois à Saint-Omer et à Ypres et qui a donné lieu à de nombreux contacts cordiaux entre associations, habitants et élus de nos deux villes. Le maire François Decoster était à la base de cette célébration et y a mis les épaules avec beaucoup d'enthousiasme. Je suis le maire d'Ypres depuis 2019 et j'apprécie beaucoup les contacts avec mon collègue passionné François. En raison du COVID, nous ne nous sommes pas rencontrés physiquement depuis plus d'un an, mais j'espère que cela pourra se faire bientôt, une fois que cette pandémie sera terminée. Under the leadership of Mayor François Decoster, the twinning between Ypres and Saint-Omer has been revitalized since he took office in 2014. Several new projects have been put in place, including the annual international cycling race for juniors "La Route Géants" between Saint-Omer and Ypres, which has perhaps the most resonance and has the potential to grow even stronger. When he was elected for the first time he took the responsibility of a middle size town in the North of France, a region sadly known for high unemployment and growing extreme right sentiment. In a couple of months time, François Decoster was able to unite most voters around a common project for his city, serving his fellow citizens and putting the general interest ahead of local political ambitions. When the COVID crisis hit he was the first one in France to spontaneously organise mask and PPE distribution, refusing to wait for support from the national State. The consensus he had built around his action through the past years was essential as he gathered unanimous support from supporters and past political opponents. I’m used to travel everywhere in France and I’ve never found any city with such easy life! Bars and terraces are open everyday and full everyday. I have the chance living in an old house (1749) and I can enjoy all our old buildings in the city everyday! Lot of renovations has been decided and implemented by our mayor DECOSTER. His vision of our touristic potential and development has no failure and he’s really on the way to success. May I remind you our Shakespeare book found in our city library. Le maire, Mr Decoster a tant à l’appui de la Région que de sa communauté de commune, redynamisé le tissu de son territoire. During the health crisis François Decoster and his city council were particularly present to respond to the health crisis. Facing the emergency, he was able to reassure the inhabitants and meet their needs by taking advantage of this difficult period to innovate. Here are many elements that allow us to say that François Decoster has on finding solutions to the health crisis: • Saint-Omer was one of the first municipalities to equip all its inhabitants and businesses with free masks thanks to a local production of a textile company in the city. • the well-followed social networks of the municipality and its website communicated important information to the population, also benefiting the surrounding municipalities • There were calls and inquiries from people isolated by the communal social action center• a setting up of shopping for vulnerable people • one of the first municipalities to have reopened its schools from day one in compliance with health protocols to allow children to find their way back to school, so important at their age -the purchase of transparent masks for school teachers for the inclusiveness of hearing • impaired students - Facebook lives with a general practitioner, the sub-prefect and the mayor to answer questions from residents • the establishment of a collaborative delivery service to help local traders -a census of essential shops open to give visibility on the website and networks concerned with the municipality • the city printed derogatory exit certificates and made them available free of charge in shops open to people who did not have smartphones or printers • Studies and the establishment of temporary cycle paths as soon as they leave the confinement to promote the gentle movements that have exploded after the confinement -extension of terraces and an exemption from the usual tax on terraces for bars and restaurants -There has been a free provision of the municipal videoconferencing licenses for associations which have requested them to organize their remote meeting. • the follow-up of municipal councils by videoconference and live from the first municipal council in confinement to guarantee the safety of elected officials and the publicity of debates • a vote of exceptional grants for charities -the maintenance of the local market to promote outdoor shopping rather than in hypermarkets • the establishment of take-away sales for restaurateurs on the market to allow them to continue to easily sell their meals This is not an exhaustive list many other actions have been taken. During this time, François Decoster did not forget to prepare the world after by continuing to implement the program on which he was elected. François Decoster has always had a vision for the future for Saint-Omer, he sees big for his city. Some would say that it is only a city of 15,000 inhabitants but it is a city rich in heritage, rich in animation, rich in its solidarity between inhabitants, rich in its plant heritage in particular by its marsh still cultivated today. François Decoster has always seen his city as a large city seeking co-financing wherever there is to renovate its heritage or develop its commercial attractiveness. Even when we were students in political sciences he spoke highly of his hometown and he was already involved in local charities. François has always had a sense of public service and general interest. I don't live in Saint-Omer myself but I follow his actions on social media and I can see that he's very concerned about the welfare of his fellow citizens, especially during the sanitary crisis. Depuis 2014, date de son premier mandat, Saint-Omer s’est transformée et s’est embellie. La ville dispose d’un patrimoine culturel, bâti et naturel, très riche, qu’il préserve et sauvegarde. Je pense, notamment, à la réhabilitation du théâtre à l’italienne (fermé depuis 45 ans), la transformation de la Gare en un espace numérique destiné au fablab et au coworking, la rénovation des 3 places du centre-ville pour permettre aux automobilistes, aux piétons et cyclistes de cohabiter tous ensemble, la restauration de la Chapelle des Jésuites en un lieu d’expositions et de concerts... Depuis le début de cette crise sanitaire, François Decoster et son équipe, ont été aux côtés des Audomaroises et des Audomarois, pour les aider, les rassurer et les soutenir dans cette situation inédite. Avec l’aide des services municipaux, ils ont su rebondir, s’adapter et proposer des alternatives. Un objectif ? La continuité du service public ! Quelques exemples: • Appeler toutes les personnes vulnérables de plus de 65 ans pour les rassurer, les aider, et les accompagner dans leur vaccination (prise de rendez-vous et transport) • Proposer un service de courses à domicile pour les personnes vulnérables • Réaliser des masques au norme AFNOR, auprès d’une entreprise de la ville, pour les distribuer, le 3 mai, à tous les habitants (adultes et enfants). Saint-Omer était l'une des premières villes a proposé cette distribution • Proposer des Facebook Live avec : • Un médecin généraliste sur les thèmes du COVID-19, les tests PCR, la vaccination et l’évolution de cette crise au niveau local. • Le sous-préfet de l’arrondissement de Saint-Omer pour expliquer les mesures gouvernementales. • Soutenir le commerce de proximité et les associations Quelle fierté pour notre ville d’avoir un Maire investi et proche de ses administers! En effet, l’accompagnement que son équipe et lui même, nous ont apporté pour communiquer sur le maintien des activités de première nécessité en centre ville, pour le don d’équipement de protection contre le virus, pour l’accompagnement au quotidien, la mise en place d’une dynamique commerciale commune (réunions en visio régulières pour tenir informer les commerçants et construire ensemble les opérations commerciales pour relancer les activités). Tout cela s’ est fait sans augmentation de la fiscalité. Il a fait pour sa ville un investissement culturel que beaucoup de communes beaucoup plus importantes n’ont jamais fait ! C'est également le premier maire en France à avoir mis des chalets de la commune, en face des pharmacies afin qu'elle puisse réaliser les tests antigénique en toute sécurité ; depuis beaucoup de ville on copié cette idée.
