 Essay by Charlotte BritzMayor of Saarbrücken, Germany When someone asks me “What does Saarbrücken stand for?” I am able to reply without hesitation and with a certain pride: Saarbrücken stands for an open and tolerant society. This has been demonstrated in recent years in a variety of ways. In Saarbrücken, diversity is part of everyday life, with people from over 150 different countries living side by side. Since the end of 2013, Saarbrücken as state capital of Saarland, along with other local communities, has faced the daunting task of having to assimilate and integrate large numbers of refugees. At the same time, it has been vital to get the local population on board and strengthen social cohesion. This is a task that cannot be solved by institutions or civil society alone. All levels must play a role as part of a well-organised network. In Saarbrücken, we have set up a Migration and Immigration Office (“Zuwanderungs- und Integrationsbüro – ZIB”) that provides valuable impetus, develops strategies and brings people together in addressing issues related to immigration and diversity. The Saarbrücken “ANKOMMEN” network (in both the literal and figurative sense of “arrive”) of local volunteers supports the ZIB in helping refugees to quickly and unbureaucratically find their feet. Under the slogan “PatchWorkCity”, we have explored in 2018 how we can make “living together in diversity” a success story, because for all Saarbrücken’s openness and tolerance, even here areas of friction still exist. I have to say I have been impressed by the response. As many as 50 organisations, institutions, associations, creative artists and individuals participated in the campaign and organised 45 events, initiatives and projects. The objective of PatchWorkCity was to promote a discussion among the people of Saarbrücken on how, despite all our differences of ethnic origin, age, gender, physical and mental constitution, way of life and personal interests, we can coexist side by side. There is no definitive answer to this question; it is an ongoing process that we must steadfastly seek to advance. For me, the most important aspect is that we maintain a permanent dialogue. Saarbrücken is synonymous with an open society. I always feel gratified when Saarbrücken’s citizens turn out in large numbers to demonstrate under the slogan “bunt statt braun” (literally: colourful instead of brown) and openly take a stand against nationalism and right-wing extremism. Once a year, we join the gay, lesbian and transgender community for a very colourful and cross-border SaarLorLux Christopher Street Day celebration. Participants at this loud and shrill parade promote acceptance and tolerance of love, whatever form it may take. Our success in this respect is reflected in our thriving gay community. Social justice – both locally and internationally For me, social justice means giving all people the chance to reach their full potential. No one should experience discrimination on the grounds of their ethnic origin, age or gender, sexual orientation or disability. Within the City Administration, the Office for Women’s Issues (“Frauenbüro”), for example, ensures compliance with the General Equal Treatment Act (“Allgemeines Gleichbehandlungsgesetz”), which is intended to prevent and eliminate such discrimination. The women’s equal opportunities officer also helps to create a corporate culture, HR policy and structure within the City Administration that provides equal opportunities for all employees irrespective of their gender. They should be able to unlock their full potential and work together in fairness and respect. Our women’s empowerment programme has defined clear targets for reducing areas where women are under-represented. We also want to make management roles more attractive for women, for example by introducing part-time work and teleworking. I would like to encourage women to play a more active role in society – also by candidating for political office. Our local parliaments, which take decisions regarding things that directly affect our day-to-day lives, are unfortunately for the most part still too male-dominated. In Saarbrücken, the share of women on the city council is just 38 per cent. I still see room for improvement here. We are most likely to succeed in bringing about change if we join forces with others. I therefore appeal to women to use networks to promote their work and their career. Men have been pursuing this strategy for a long time already – so it is about time women started to become a strong counterbalance to the male networks. Social justice from the global perspective One of the questions that comes up over and over again is what contribution to a fair and just society can we as the City Administration make? It is important to us in this connection to consider social justice not just in the local, but also in the global context. In Saarbrücken there is a large network that champions sustainability and environmental protection. Collaborating with many players from urban society, we address these issues from many different perspectives. For example, with the “KlimaKids” competition we promote active involvement at day care centres and primary schools aimed at teaching children from an early age about the need to save water and energy and avoid waste. Waste is a big issue, especially at city festivals. This has prompted us to recently change the rules applying to caterers and stall holders to encourage them to serve food and drink in reusable containers. Social justice must not stop at our own doorstep, however; we also need to see the global picture. Together with a large number of partners, we have therefore been committed to fair trade for many years. From 2015 to 2017, we bore the title “Capital of Fair Trade”. This was in particular thanks to the valuable work done by many voluntary individuals, initiatives and associations to promote fair trade and is something of which we are very proud. A city in the heart of Europe – Europe in our heart Saarbrücken is a city in the heart of Europe. Franco-German friendship and European thinking are an integral part of our everyday lives. Did you know, for example, that Sarreguemines in France is only a 15-minute tram ride away on the Saarbahn? In a border region like ours, it is perfectly normal to cross the border to our neighbouring countries on a daily basis. Together with Trier, Luxembourg and Metz, Saarbrücken is a member of the QuattroPole city network. This is another example of where social justice requires us to take a broader view. Proponents of fair trade in the four cities have joined forces as “QuattroFair”, the first city network committed to championing fair trade. In 2010, the Eurodistrict SaarMoselle was set up to promote exchange between our citizens. Seven local authority associations from the eastern Département Moselle and the “Regionalverband Saarbrücken” (Regional Association) cooperate in areas such as land-use planning, energy, economic development and tourism. We have big plans for Saarbrücken’s future. These include establishing a European School with regional state support that would see pupils through from day care to university entrance. Children would be taught from the outset in a multilingual and multicultural environment. They would thus learn to understand what constitutes the value of Europe. It makes me optimistic and positive about the future that Saarbrücken will continue to live “together in diversity” moving forward. Dann kann ich ohne zu überlegen und mit Stolz sagen: Saarbrücken steht für eine offene und tolerante Gesellschaft. Das hat sich in den vergangenen Jahren auf vielfältige Weise gezeigt. Vielfalt gehört in Saarbrücken zum Alltag: Hier leben Menschen aus über 150 Nationen zusammen. Seit Ende 2013 stand die Landeshauptstadt Saarbrücken, wie andere Kommunen auch, vor der großen Aufgabe, eine Vielzahl von Flüchtlingen unterzubringen und zu integrieren. Gleichzeitig müssen wir auch die Menschen vor Ort mit ins Boot nehmen und den sozialen Zusammenhalt stärken. Das ist eine Aufgabe, die weder Institutionen noch Zivilgesellschaft alleine lösen können. Alle Ebenen müssen mitwirken und die Vernetzung muss gut organisiert sein. Mit dem Zuwanderungs- und Integrationsbüro (ZIB) haben wir eine Stelle bei der Landeshauptstadt, die Impulse setzt, Strategien entwickelt und Menschen rund um die Themen von Einwanderung und Vielfalt zusammenbringt. Das Saarbrücker Netzwerk ANKOMMEN aus ehrenamtlich tätigen Personen unterstützt das ZIB dabei, Flüchtlingen schnell und unbürokratisch zu helfen. 2018 sind wir in Saarbrücken unter dem Motto „PatchWorkCity“ der Frage nachgegangen, wie „Zusammenleben in Vielfalt“ gelingen kann, denn auch hier bleiben bei aller Offenheit und Toleranz Reibungen nicht aus. Die Resonanz hat mich ehrlich beeindruckt. 50 Organisationen, Institutionen, Vereine, Kulturschaffende und Einzelpersonen mit 45 Veranstaltungen, Aktionen und Projekten haben sich an der Kampagne beteiligt. Ziel von PatchWorkCity war es, die Menschen in Saarbrücken miteinander ins Gespräch zu bringen über die Frage, wie es bei aller Unterschiedlichkeit in Herkunft, Alter, Geschlecht, körperlicher und geistiger Verfassung, Lebensweisen und Interessen ein gutes Miteinander geben kann. Eine abschließende Antwort kann es hier nicht geben, es ist ein Prozess, an dem wir stetig weiter arbeiten. Das Wichtigste für mich dabei ist, miteinander im Gespräch zu bleiben. Saarbrücken steht für eine offene Gesellschaft. Es freut mich, dass die Saarbrücker Bürgerinnen und Bürger immer wieder zahlreich bei Demonstrationen unter dem Motto „bunt statt braun“ zusammenkommen und sich offen Nationalismus und Rechtsextremismus entgegenstellen. Sehr bunt und grenzüberschreitend feiern wir einmal im Jahr gemeinsam mit Schwulen, Lesben und Intersexuellen den Christopher Street Day SaarLorLux. Bei dieser lauten und schrillen Parade werben die Teilnehmer dafür, Liebe egal in welcher Form zu akzeptieren und zu tolerieren. Dass uns das gelingt, zeigt unsere lebendige Lesben- und Schwulenszene. Gerechtigkeit – lokal und international Für mich bedeutet Gerechtigkeit, dass alle Menschen die Chance haben, ihr Potenzial voll auszuschöpfen. Auch soll niemand aufgrund seiner Herkunft, seines Alters oder Geschlechts, seiner sexuellen Orientierung oder einer Behinderung diskriminiert werden. Bei der Stadtverwaltung achtet zum Beispiel das Frauenbüro darauf, dass das Allgemeine Gleichbehandlungsgesetz, das solche Diskriminierungen verhindern und beseitigen soll, umgesetzt wird. Die Frauenbeauftragte hilft außerdem dabei, eine Unternehmenskultur, Personalpolitik und Struktur bei der Stadtverwaltung zu gewährleisten, in der alle Beschäftigten unabhängig vom Geschlecht dieselben Möglichkeiten haben. Sie sollen ihr Potential voll entfalten können, außerdem fair und respektvoll zusammenarbeiten. Unser Frauenförderplan macht klare Zielvorgaben, um Unterrepräsentanzen abzubauen. Führungspositionen sollen auch für Frauen attraktiv werden, zum Beispiel dadurch, dass Teilzeit- und Telearbeit möglich ist. Ich möchte Frauen dazu ermutigen, sich für die Gesellschaft zu engagieren – auch in einem politischen Amt. Gerade unsere kommunalen Parlamente, die über unser direktes Lebensumfeld entscheiden, sind leider überwiegend noch zu männlich besetzt. In Saarbrücken liegt der Anteil von Frauen im Stadtrat bei gerade einmal 38 Prozent. Da ist noch Luft nach oben. Am besten gelingt es gemeinsam im Verbund mit anderen Menschen, etwas zu verändern. Daher rate ich Frauen, Netzwerke für ihre Karriere und ihren Beruf zu bilden. Männer verfolgen diese Strategie schon deutlich länger – es ist also auch für uns Frauen an der Zeit, ein starkes Gegengewicht zu den Männer-Netzwerken zu bilden. Gerechtigkeit global gedacht Immer wieder stellen wir uns die Frage, welchen Beitrag zu einer gerechten Gesellschaft können wir als Stadtverwaltung leisten? Wichtig ist uns dabei, Gerechtigkeit nicht nur lokal, sondern auch global zu denken. In Saarbrücken gibt es ein großes Netzwerk, das sich für Nachhaltigkeit und Umweltschutz einsetzt. Gemeinsam mit vielen Akteuren aus der Stadtgesellschaft gehen wir die Themen von vielen Seiten aus an. Zum Beispiel fördern wir mit dem Wettbewerb „KlimaKids“ das Engagement in Kitas und Grundschulen, damit schon Kinder lernen, Energie und Wasser zu sparen sowie Müll zu vermeiden. Gerade bei Stadtfesten fällt in der Regel viel Müll an. Hier haben wir zuletzt die Vorgaben für Gastronomen und Standbetreiber geändert, damit sie möglichst Mehrweggeschirr einsetzen. Doch Gerechtigkeit darf nicht vor Ort stehen bleiben, sondern sollte global gedacht werden. Schon seit vielen Jahren setzen wir uns daher gemeinsam mit vielen Partnern für den fairen Handel ein. Von 2015 bis 2017 durften wir den Titel „Hauptstadt des Fairen Handels“ tragen. Das ist insbesondere das Verdienst der zahlreichen Bürgerinnen und Bürger, Initiativen und Vereine in Saarbrücken, die sich ehrenamtlich im Bereich Fair Trade engagieren. Darauf sind wir sehr stolz. Eine Stadt im Herzen Europas – Europa im Herzen Saarbrücken ist eine Stadt im Herzen Europas. Deutsch-französische Freundschaft und europäisches Denken leben wir hier jeden Tag. Wussten Sie zum Beispiel, dass Sie nur eine Viertelstunde benötigen, um mit unserer Straßenbahn – der Saarbahn – ins französische Sarreguemines zu fahren. In einer Grenzregion ist es selbstverständlich, auch im Alltag in die Nachbarländer zu fahren. Saarbrücken engagiert sich gemeinsam mit Trier, Luxemburg und Metz im Städtenetz QuattroPole. Auch hier zeigt sich, Gerechtigkeit müssen wir über den Tellerrand hinaus angehen. Fairengagierte Akteure in den vier Städten haben sich zum ersten Fairtrade-Städtebündnis zusammengeschlossen und setzen sich als „QuattroFair“ für den fairen Handel ein. Um den Austausch zwischen den Bürgerinnen und Bürgern zu fördern, gibt es außerdem seit 2010 den Eurodistrict SaarMoselle. Hier arbeiten sieben Gemeindeverbände des östlichen Départements Moselle und den Regionalverband Saarbrücken zusammen, zum Beispiel zu den Themen Raumplanung, Energie, Wirtschaftsentwicklung und Tourismus. Für die Zukunft von Saarbrücken haben wir einiges vor. So planen wir gemeinsam mit dem Land eine Europäische Schule. Diese soll von der Kita durchgehend bis zum Abitur führen. Lehrer unterrichten die Kinder von Beginn an mehrsprachig und multikulturell. So lernen die Kinder, was den Wert Europas ausmacht. Es stimmt mich optimistisch und lässt mich positiv in die Zukunft blicken, dass Saarbrücken auch künftig nach dem Motto lebt: „Zusammen in Vielfalt“. Dans notre ville, la diversité fait partie du quotidien : plus de 150 nations y cohabitent. Depuis 2013, comme d’autres communes, Sarrebruck doit assumer une mission d’envergure, à savoir accueillir et intégrer un grand nombre de réfugiés. Mais ce faisant, nous devons faire adhérer la population locale à la démarche et renforcer la cohésion sociale. C’est une tâche que les institutions ne pourront résoudre à elles seules, pas plus que la société civile. La coopération de tous les niveaux est nécessaire et leur interaction doit être bien organisée. Avec son Bureau de l’immigration et de l’intégration (ZIB), la ville de Sarrebruck dispose d’un service qui donne des impulsions, développe des stratégies et fédère autour des thématiques de l’immigration et de la diversité. Le réseau de bénévoles ANKOMMEN (arriver) épaule quant à lui le ZIB pour aider les réfugiés rapidement et sans bureaucratie inutile. En 2018, sous la devise « PatchWorkCity », la ville a entamé une réflexion sur la manière de réussir la « cohabitation dans la diversité », car même à Sarrebruck, avec un grand esprit d’ouverture et de tolérance, les points de friction ne manquent pas. Le retentissement de cette campagne m’a franchement impressionnée : 50 organisations, institutions, associations, artistes et particuliers s’y sont associés avec 45 événements, actions et projets. L’objectif de « PatchWorkCity » était d’encourager la discussion et la réflexion sur la question suivante : comment faire en sorte que la cohabitation soit bonne malgré toutes les différences en matière d’origine, d’âge, de genre, d’état physique et mental, de modes de vie et d’intérêt ? Il ne peut y avoir de solution définitive car il s’agit d’un processus évolutif sur lequel nous travaillons en permanence. Ce qui compte le plus à mes yeux, c’est que le fil de la discussion ne se rompe pas. Sarrebruck est une société ouverte et je suis heureuse que lors des manifestations « bunt statt braun » (multicolores et pas bruns), la population se mobilise largement pour manifester son opposition au nationalisme et à l’extrême-droite. Une fois par an, nous fêtons dans un cadre multicolore et transfrontalier le Christopher Street Day SaarLorLux avec les homosexuels, les lesbiennes et les intersexuels. Lors de cette parade animée et voyante, les participants manifestent pour l’acceptation de l’amour sous toutes ses formes et la tolérance. La preuve que Sarrebruck y parvient est sa scène LGBT très animée. L’équité à l’échelle locale et internationale Pour moi, l’équité veut dire que chaque être humain doit avoir l’opportunité de vivre entièrement ses potentialités. Ainsi, personne ne devrait être discriminé en raison de son origine, de son âge ou de son sexe, de son orientation sexuelle ou d’un handicap. Dans les services municipaux, le service de l’égalité hommes-femmes veille à la mise en œuvre de la Loi générale sur l’égalité de traitement, qui vise à prévenir ces discriminations et à y mettre fin. La chargée de mission à l’égalité assiste les services municipaux pour y faire régner une culture d’entreprise, une gestion du personnel et des structures qui offrent les mêmes possibilités à tout le personnel, qu’il soit masculin ou féminin. Le personnel municipal doit pouvoir déployer entièrement ses capacités et collaborer dans un climat de respect et d’équité. Notre programme de promotion des femmes comprend des objectifs bien précis pour mettre fin à leur sous-représentation. Les postes à haut niveau de responsabilité doivent devenir attrayants pour les femmes, par exemple grâce à de nouvelles possibilités en matière de temps partiel et de télétravail. J’aimerais encourager les femmes à s’engager davantage dans la société, y compris dans des fonctions politiques. Nos conseils municipaux notamment, dont les décisions influent sur notre cadre de vie immédiat, sont malheureusement encore trop peu féminisés pour la plupart. A Sarrebruck, la part des femmes au conseil municipal est de 38 % seulement. Il y a donc encore une marge de progression. Mais pour faire bouger les choses, le mieux est de former des alliances. Je conseille donc aux femmes de créer des réseaux, pour leur carrière professionnelle entre autres. Les hommes appliquent cette stratégie depuis bien plus longtemps. Il est donc grand temps pour nous, les femmes, de créer un contre-pouvoir par rapport à ces réseaux masculins. L’équité à l’échelle mondiale En tant qu’équipe municipale, nous nous posons toujours la question de savoir comment nous pouvons contribuer à une société plus équitable. Mais pour nous, cette réflexion sur l‘équité ne doit pas s’arrêter au niveau local, elle doit s’étendre à l’échelle mondiale. A Sarrebruck, il y a un grand réseau qui s’engage en faveur du développement durable et de la protection de l’environnement. Avec de nombreux acteurs de la société civile, nous abordons ces thématiques sous de nombreux angles d’attaque. Par le concours « KlimaKids » notamment, nous encourageons les actions dans les écoles maternelles et primaires afin que les enfants apprennent à économiser l’eau et l’énergie et à produire moins de déchets. On sait que les festivités dans l’espace public en génèrent souvent beaucoup. C’est pourquoi nous avons modifié la règlementation afin que les restaurateurs utilisent autant que possible de la vaisselle réutilisable sur leurs stands. Mais l’équité ne doit pas s’arrêter aux portes de la ville, elle doit être recherchée à l’échelle mondiale. Voici pourquoi nous nous engageons depuis de nombreuses années en faveur du commerce équitable, aux côtés de nombreux partenaires. De 2015 à 2017, Sarrebruck a porté le titre de « Capitale du commerce équitable ». Le mérite en revient principalement aux nombreux habitants, initiatives et associations de notre ville qui s’engagent à titre bénévole pour le commerce équitable. Nous en sommes très fiers. Une ville au cœur de l’Europe et qui a l’Europe dans le cœur Entre Sarrebruck et l’Europe, c’est une affaire de cœur. L’amitié franco-allemande et l’idée européenne sont notre pain quotidien. Saviez-vous par exemple qu’il suffit d’un quart d’heure pour se rendre à Sarreguemines, en France, à bord de notre tram-train Saarbahn ? Dans une région frontalière, se rendre dans le pays voisin au quotidien est une chose qui va de soi. Aux côtés de Trèves, Luxembourg et Metz, Sarrebruck s’engage au sein du réseau de villes QuattroPole. Dans ce contexte également, l’équité doit être recherchée au-delà de notre cadre de vie. Les partisans du commerce équitable des quatre villes se sont regroupés pour former la première alliance de villes pour le commerce équitable sous le nom de « QuattroFair ». En vue de favoriser les échanges entre les populations, l’Eurodistrict SaarMoselle a été créé en 2010. Sept intercommunalités de Moselle-Est et le Regionalverband de Sarrebruck y coopèrent dans de nombreux domaines, dont l’aménagement du territoire, l’énergie, le développement économique et le tourisme. Nous avons des ambitions pour l’avenir de Sarrebruck. Nous préparons conjointement avec le Land de Sarre la mise en place d’une école européenne, qui assurera la continuité des parcours scolaires de la maternelle au baccalauréat et où l’enseignement sera assuré en plusieurs langues et sur un mode multiculturel. C’est ainsi que les enfants apprendront ce qui fait la valeur de l’Europe. Une raison de plus pour moi d’être optimiste et d’envisager sereinement un avenir où Sarrebruck restera fidèle à sa devise de « la cohabitation dans la diversité ». |
